A water problem is delaying the start of the Virginia General Assembly session. The City of Richmond has been dealing with water outages since Monday. The House of Delegates and the state Senate plan to meet briefly at noon to begin organizing but will then adjourn until Monday. The decision will also delay the governor's speech to a joint session of both chambers until Monday morning.  
 
 
Richmond isn't the only community dealing with water problems. Hanover County is also affected by the problems in Richmond. Residents east of I-95 are most impacted. They're under a Boil Water Advisory. Water distribution sites were set up at Atlee High School and Cold Harbor Elementary School. Fire and EMS Captain John Cundiff says 16-hundred cases of water were distributed. Cundiff also tells 8News the county may pass out water again today, but details won't be confirmed until around 9:00 this morning.
