The National Association of Counties reports only 12 states have enacted laws limiting foreign ownership.  
 
 
Police are asking for help locating a man reported missing from Rocky Mount. Twenty-six-year-old Brian Fielder has not been seen for three weeks. He's described as five-feet, eight-inches tall with brown hair and blue eyes. Police say he may be driving a black Subaru wagon with Virginia license plates. Anyone with information is asked to call the Rocky Mount Police Department.  
 
 
Residents are getting a chance to see what the future could like at a Richmond park. Plans were unveiled last night in Manchester at Studio Two Three for Mayo Island Park. The design includes trails, picnic spots and athletics activities. Residents at the meeting were able to give feedback and offer their own ideas. James River Park System Superintendent Giles Garrison says the project is incredible. She tells 12 On Your Side we need places to connect as a community, find some shade, be healthy and take our families.
