Drivers who claim they were unfairly ticketed in Richmond aren't finding sympathy in the judicial system. Twenty people were in court yesterday after they got tickets for violating the school district's stop-arm policy. The policy says drivers will be ticketed if they pass a school bus while its stop-arm is extended. The drivers, though, claim the buses were parked at the time and were not loading or off-loading students. Three people in court yesterday contested their tickets, and all lost. One of them is Richmond Public Schools employee Darleen Slade. She says the bus she passed was parked in a parking lot, and she was moving so another bus could park nearby. Slade tells CBS 6 there was no need for the stop-arm to be out at that time, and the policy needs to be looked at again.  
 
 
The state's jobless rate is unchanged despite an increase in the number of unemployed Virginians. The seasonally-adjusted unemployment rate in October was two-point-nine-percent, slightly down from the same month a year ago. State officials say the labor force increased by more than 36-hundred, while the number of unemployed Virginians increased by more than 22-hundred. The state continues to outperform the national unemployment rate, which was four-point-one-percent in October.  
 
 
Virginia residents who find a forgotten frozen turkey when cleaning out the freezer in preparation for the holidays may wonder if it's safe to eat. Food Safety Expert Meredith Carothers says the hotline once heard from a consumer who found a frozen bird after five years in the deep freezer, and after the go-ahead from the the USDA's Meat and Poultry Hotline, cooked the turkey.
