Richmond is making changes to how city officials can spend public money. Mayor Danny Avula announced yesterday he's resetting the P-card program. Starting May 9th, the number of P-cards will be reduced by over 80 percent. The new rules will be in effect for no more than 90 days. Avula says we'll take the next few steps to reassess, retool and reboot the program in an effective way that really serves Richmonders.
