The Virginia Department of Education wants all public school students to stop using cell phones during the school day. The agency issued draft guidelines yesterday for a new policy that would ban the use of cell phones for all students from the start of classes to the end of the school day. The "bell to bell" restrictions would also bar the use of cell phones on elementary school campuses before and after school. High school students would be allowed to use their phones before and after school, while middle school students could only do so with approval from the local school district. Final guidance on the new policy is expected next month, and it will be implemented on January 1st.  
 
 
A taste of Germany is coming to Richmond. Maymont announced yesterday it'll host a Bier-Garden event next month on the Carriage House Lawn.
