A Hopewell woman hopes a bill honoring her late son will become law. Donna Watson's son, Troy Howlett, died six years ago of a drug overdose. At the time of his death, he was working as a police informant to help catch drug dealers. A bill introduced two years ago in the House called Troy's Bill would require more oversight of informants who are on probation, like he was. Watson tells CBS 6 she hopes the bill leads to police no longer using someone on probation as a confidential informant.
