A move by the governor could make it harder to stop a controversial project in Henrico County. Governor Glenn Youngkin yesterday vetoed a proposal to require public referendums before a gaming facility can be built. Some trying to stop Rosie's Gaming Emporium were hoping the proposal would go through. Youngkin says Rosie's got all the permits they needed and invested millions of dollars before the county tried to change the rules, and he didn't think that was fair. Henrico State Senator Schuyler VanValkenburg opposes Rosie's and Youngkin's veto. He tells CBS 6 he's really disappointed, frustrated and confused for the people in Henrico, and he'll try to override the veto.
