Lynchburg city officials are discussing whether laws should change around gunfire. Rebecca Hughes with more.Preview: A Portsmouth councilman has been arrested on domestic assault and battery charges. Councilman De'Andre Barnes was arrested Tuesday for an incident involving his daughter. Police say a witness called them after they noticed a female screaming for help on Deep Creek Boulevard, then saw a man dragging the woman by her hair into a car. Police arrested the man, who ended up being Barnes, but later released him. Barnes has not been charged in the incident.
A missing Chesapeake teen has been found and is defending the man, who is a sex offender, she was last seen with. Fourteen year-old Deborah Jenkins spoke to WAVY and defended running away with 41-year-old registered sex offender James Ronald Bell. Jenkins told the outlet she trusts Bell with her life and is scared she is now heading to foster care. Bell is currently wanted on charges unrelated to Jenkins disappearance. Virginia State Police had issued a CODI alert this week after Jenkins went missing.
