A couple from Manassas have been charged with assault and child neglect after a bamboo stick beating of their child. Prince William County police say 44-year-old Dong Shin was arrested and charged last week after an investigation found he beat his 12-year-old daughter with a bamboo stick breaking her arm. The child was found to have a fractured arm after being seen at a medical facility nine days after the incident. The Shins have been released from custody and are expected to appear in court soon.
