A Manassass woman has been arrested and charged with animal cruelty after animal control found more than 20 cats in unsafe conditions at her home. Authorities removed 23 cats from the woman's home after a local vet called police and told them someone brought in a sick two-month-old kitten and had them discharged against medical advice. Police arrested 51-year-old Svetlana Caulfield is facing multiple charges.  
 
The James River in Central Virginia is expected to reach flood stage due to heavy rain, raising concerns about the safety of the Dominion Energy Riverrock festival this weekend. Joe Murano reports.
