Governor Glenn Youngkin is laying the groundwork to allow local school districts to ban cellphone use on campus. An executive order issued yesterday will require the Virginia Department of Education to create a policy to limit or eliminate the use of phones during instructional time. The department will collaborate with parents, students and teachers and publish a first draft of the policy by August 15th. The goal is to have the policy in effect on January 1st.  
 
A trial is underway in a lawsuit over a "missing middle" zoning effort in Arlington County.

A South Korean company is planning to build a major manufacturing plant in Chesapeake. Governor Youngkin announced the nearly 700-million-dollar facility during an event yesterday. LS Greenlink plans to put together high-voltage cables that will be used to transmit the electricity generated by offshore wind farms. The facility will include a 70-story tower that will become the tallest structure between Philadelphia and Charlotte once it is built. The new facility is expected to employ more than 300 people.
