Governor Glenn Youngkin is laying the groundwork to allow local school districts to ban cellphone use on campus. An executive order issued yesterday will require the Virginia Department of Education to create a policy to limit or eliminate the use of phones during instructional time. The department will collaborate with parents, students and teachers and publish a first draft of the policy by August 15th. The goal is to have the policy in effect on January 1st. Youngkin called the executive order essential to promoting a healthier and more focused education environment in Virginia.  
 
With storms brewing, and possibly hitting parts of the state Friday, one county is especially deserpate for rainfall. Rocio Rivera reports

New reports showing just how busy Virginia Beach Lifeguards were over the holiday weekend saving lives offshore. Virginia Beach Oceanfront lifeguards conducting 16 water rescues over the Independence Day weekend, with 22 individuals saved from the water, a significant decrease from the previous year. They also assisted in 16 medical incidents. Lifeguards tell 13 news the main challenge they faced was dealing with lost children, with 166 incidents reported, highlighting the importance of vigilance at crowded beaches. The City of Virginia Beach is yet to release visitation numbers for the holiday weekend.
